The challenge
FNV Congress decides on its Multi-Year Policy Plan once every four years. More than 600 union members travelled to the Van der Valk Hotel Schiphol for the event, around 500 of whom were entitled to vote. In previous years, the logistical and administrative work behind the congress had been complex and time-consuming. The scale of the event, the number of votes and the flow of participants could make the process chaotic, error-prone and extremely labour-intensive.
Participants registered in advance, but information about their attendance, accommodation and preferences arrived in fragments. The team had to collect and manage everything manually in Excel spreadsheets. Arrival created logistical bottlenecks. With 55 formal decisions and hundreds of eligible voters, the pressure on the process was substantial. Decision-making required infrastructure that would not buckle under the scale of the event.
The solution

Dynamic registration and large-scale badge printing
Participants registered in advance through a registration website. The FNV team reviewed every registration. The platform then opened in stages: core questions first, followed later by additional questions, including practical details about meals and hotel accommodation. Participants who had already registered automatically received an email asking them to complete the new questions. All information flowed into a clear dashboard that the FNV congress team and relevant staff could access to find the details they needed.
More than 600 participants were met by badge printers on arrival. An FNV volunteer supported the process at each printing station. There was also a dedicated desk for participants who could not find their QR code or whose details had changed at the last minute. This kept people moving smoothly, without queues at the entrance.
Multifunctional tablets: voting, documents and process
Every eligible voter had a tablet waiting on their seat when they arrived. They logged in with a personal code sent by SMS. The tablet was more than a voting device: participants could also view the current congress documents, withdraw a speaking-time request and use other process functions.
When a vote on a text amendment opened, the platform displayed the relevant vote and text immediately. Participants voted for, against or abstained. Thanks to the clear process and straightforward voting tool, an average of 98% of eligible voters cast their vote within 10 seconds.
With 54 amendments and hundreds of motions, digitising the voting process was essential to bring each decision and motion to a vote quickly and clearly as soon as it was discussed. Digital voting made the result available immediately, allowing the Multi-Year Policy Plan writing team to process the outcome straight away. At the end of the day, the tablets were cleaned and recharged for the next congress day.
Streaming and support for international guests
The main hall, New York, was the centre of decision-making. The platform streamed the programme in real time to multiple subrooms, where FNV staff and other guests could follow the debate and voting. They were not left in an information vacuum; they remained part of the process.
International guests were supported with professional interpretation through Savvy’s secure European translation system. All data stayed internal and was not used to train AI models.
